The United States Is Responsible

As has been revealed, we declared that we would move into real action related to the lifting of the nuclear freeze. Regarding this, we need to make our position clear once again: Responsibility for the current situation lies wholly with the United States.

It has consistently been our position to peacefully resolve the nuclear issue on the Korean Peninsula. We proposed signing a nonaggression treaty with the United States. There is no reason why the United States cannot accept this proposal, which is the best way of peacefully resolving the Korean Peninsula’s nuclear issue.

However, the United States turned away from our proposal and suspended its shipments of heavy fuel oil, which it had been providing since December last year, while demanding we give up our nuclear program first. Because of this, we announced our decision to lift the nuclear freeze, which we had agreed to on the premise that 500,000 tons of heavy fuel oil would be provided per year according to the DPRK-U.S. Agreed Framework [a 1994 agreement between the United States and North Korea —WPR], and resume the operation of the nuclear facilities necessary for electricity generation.

Our freezing of nuclear facilities and the United States’ promise to provide heavy fuel oil are linked as simultaneous actions, according to the DPRK-U.S. Agreed Framework. In conclusion, our decision to lift the nuclear freeze was an issue that was created because the United States unilaterally gave up its duty to provide heavy fuel oil to compensate for the electricity losses.

In announcing the lifting of our nuclear freeze, we made clear that the issue of refreezing our nuclear facilities depended entirely on the United States, and we have been carefully watching the United States’ attitude while exercising strong powers of self-control. The United States must show due response to our patient efforts.

This is our style of revolutionary and independent responses. We respond to the U.S. imperialists’ hard-line policy with our ultra-hard-line policy.

The United States is talking about sanctions and attacks on us. The U.S. imperialist warmongers may carry out a pre-emptive strike on our republic at any time, under the pretext of our nuclear issue. The situation is very serious. We have no choice but to take strong, independent countermeasures to protect our country’s right to exist and its sovereignty.

If the U.S. imperialists misjudge our power and carry out a careless strike against us, we will counter by annihilating the provocateurs of war.
