Besides a racist propaganda campaign and violent repression, President Alan Garcia's Peruvian government has tried highly suspect legal mechanisms to disarticulate indigenous power.
The region of Puno is no stranger to poverty, lack of doctors, and, in some areas, deficient basic utilities such as electricity. Support from Venezuelan President Hugo Chávez is ever present, however.
More than three years after the first negotiations, Peru is the first and only Andean country on the verge of finally signing a free trade agreement with the United States.
The extradition to Peru of ex-president and dictator Alberto Fujimori could contribute to the consolidation of Peru's fragile democracy and may even reduce the culture of fear.
